Should Obama nominate a replacement for Justice Scalia?

Yes. Absolutely. It is his Constitutional duty.

Should the Republicans in the Senate procrastinate and reject, prior to January 20, 2017?

Yes. Absolutely. We have too many Liberals on the bench already doing far too much social engineering through judicial activism.

Democrats amended the law to prohibit lame duck appointments in 1960. Not that laws mean much to democrats.

There is no reason to hurry up with an appointment just to pack the court. There isn't a single case that won't be decided.
