Nope. The Electoral Act of 1887 never says that the VP can overturn any election. No court has every recognized it as being able to do so. Trump's co-conspirators admitted in texts that it would be overturned by the courts as illegal. Pence rejected it, the VP counsel, the White House counsel.

With Eastman likely to be disbarred for attempting to abuse the law in that fashion and under indictment.

Pence was explicit that no VP has that authority.

"There was no discretion ever given to the vice president in history, nor should there ever be," Pence told "Face the Nation." "I had no right to overturn the election and Kamala Harris will have no right to overturn the election when we beat them in 2024."

Both of them recognized that there was no such authority.

Nor has any court ever recognized the authority of the VP to overturn any presidential election under that law, or any other.
