Kamala Harris, The Border Czar

Sure she was -- that's the title given to her, and repeated by, the press, back when she was tapped "to lead the White House effort to tackle the migration challenge at the U.S. southern border".
Given to her by the press…

Harris wasn't named border czar....
...she took over for the previous border czar.
According to the painfully conservative and pro-GOP LA times:

“It had never been my intention to return to government,” Jacobson told The Times on Friday. She had retired on May 5, 2018, in part because of disagreement with then-President Trump. “But sometimes you get the call that you can’t refuse.”

She agreed to become Biden’s border czar shortly after he was inaugurated. “It was always going to be 100 days,” she said. Her official departure is at the end of April.

Vice President Kamala Harris was recently appointed by Biden to oversee diplomacy with those countries — El Salvador, Guatemala and Honduras — and the U.S. Agency for International Development is setting up an as-yet-unannounced special task force for Central America, according to people familiar with the matter.



Harris took over for the -previous- "border czar", making her the 2nd "border czar", per the LAT.
 
She got over 2 billion in investment commitments from private companies into South America. I'm not sure what else you expect her to do. Solve all of South America's problems?
She was put in charge of solving the issues surrounding the southern border. The issues only got worse under her tenure.

The Democrats now denying this is not going to fly.
