President Trump should work with the likes of APPL or Amazon to force them to setup live in factory sites (like China) for inner city youth to be housed and learn to work.

They could have money management help. Savings. Meals, showers, food on the company. Yes, part of pay package.

Where the stores are all boarded up and out of business?
I remember in the 90s driving thru St Louis and seeing plywood put over windows in downtown St Louis.

I'm sure it's much worse today.

They have some over-priced local asian markets or Liquor stores, check cashing sites but not much left. They got to take the bus to the county to get to a WalMart or Krogers perhaps. By the time grandma gets back the milk is hot.
