Oh, really? Then how did Obama order the Dept. of the Treasury to fund part of Obamacare after Congress cut off the funding? How did Obama give Iran $150 billion in sanctions relief without having the Senate vote on the Iran nuke deal as a treaty, which it clearly was?

We'll see how the courts decide the issue of just how far Congress can micromanage DoD funds when the President declares a state of emergency and seeks to use the funds to address that emergency.
