His proclamation did not free the slaves. Any state that put down arms would be allowed to keep their slaves. Only slaves of states at war with the US would have their slaves freed. So he was true to his word. He wasn't trying to end slavery.

My point here is that his only concern was the sovereignty of the United States which was his job. He was doing his job during difficult times and he stayed true to what he ran on which was he disagreed with slavery but it was not his intention to end it.
