Calls are placed to randomly-selected phone numbers through a process that ensures appropriate geographic representation. Typically, calls are placed from 5 pm to 9 pm local time during the week. Both Comey and Clapper warned that ISIS would try to send terrorist cells among the refugees and these are all countries from which it is extremely difficullt to get reliable data with which to vet refugees. Although they didn't discuss other visitors from these naiions, it follows that the same would be true of them.
