It has nothing to do with "payback". The Left would arbitrarily dispense with the national agreement in a shot, given the opportunity. The "fundamental change" touted by Obama should not and will not be permitted.
 
The only reason they're even giving this idea a whirl, is because they think they can get a better turnout from blacks, in the South particularly because that is where they are needed the most for the Democrats. They know how monolithic and racially driven the black vote is and that they must run black candidates to ensure Obama 2008 turnout levels or higher.
