Yes, we have killed civilians accidently in the past. However, we usually take better care to prevent further loss of civilian life in the future by modifying our use of whatever weapon was used in the mishap.

These trigger-happy yahoos shot down a civilian airliner and before 1 week has passed, continue on using the same method...like the incident never occured.
