1. the Republicans shut down federal agencies that conservatives don't even believe should exist in the first place.

and

2. what makes conservatives most angry is that popular federal government agencies are being shut down,
which is funny because conservatives are thus tacitly admitting that most people like, and appreciate, what much of the federal does in these programs the conservatives want to get rid of.
