The board charged with implementing federal health care reforms in the District has voted to prohibit insurance companies from charging higher premiums to cigarette smokers, adding the city to a handful of states rejecting such surcharges because of the effect they have on poor families who are more likely to smoke.
The D.C. Health Benefit Exchange executive board voted Monday to join Rhode Island, Vermont and Massachusetts in eliminating smoking premiums in their health care exchanges.

This shows how totally ignorant people are and helping destroy insurance companies!
There will be fewer and fewer insurance companies involved in these exchanges because there will be higher claim costs for example because smokers have cancer.
Everyone knows that! So when a covered person has claims who pays the claims? Insurance company.
Insurance companies pay people called actuaries to determine how much to charge for premiums and if the higher cost of smokers is built into the premiums there will not be enough money to pay the higher claims smokers will create!
This is not a "greedy " evil for profit situation folks! This is pure business economics and risk assessment.
As a result fewer and fewer insurance companies will stay in business and as Obama wants these 1,300 companies will go out of business and the net affect:
1) $100 billion a year in Federal/state/local income taxes will be gone. Property taxes will go up because these companies won't be paying!
2) 400,000 people will be unemployed. Means no payments to Social Security/ Medicare from the insurance companies.
3) 400,000 unemployed will need $300/week for 99 weeks.. almost $12 billion more going out and nothing coming in!
Thus Obama's preference: "I happen to be a proponent of a single payer universal health care program" will come true and why?
to cover less then 4 million people that could have been covered by taxing the $200 billion lawyers make off the $850 billion a year in "defensive medicine"!
