While Obama is correct, he's heavily splitting hairs and it's an incredibly shallow and laughable correctness. No, the act of raising the debt ceiling will not raise the debt. But, it's a forgone conclusion that increasing the debt will follow shortly after.

Jumping out of a plane without a parachute won't kill me, but hitting the ground will.

The 'plan' to spend is already in place and dates back decades in some cases. Congress controls the pursestrings, as the inmates here never hesitate to remind us...

...it's their spending. If the Republican controlled Congress thinks we can stop borrowing even 1 more dollar after the debt ceiling is reached,

let them show us the plan that will cut 1/3 of all government spending overnight.

Show us that plan. Or shut up and quit making fools of yourself.

The alternative is that 1/3rd of all government spending has to stop immediately, because that is how much of the spending is being borrowed.

Show us the cuts. Show us how do it at all first, then show us how to do it without bringing chaos down on the country if not the world.

Using the Visa analogy above ... When you applied for the Visa card, you did not incur debt but you did legally agree to pay any debt you incurred using the Visa card.
 
We have to cut spending. When the average person has maxed out their credit cards, the way to fiscal responsibility does not include getting a new credit card.

Obama does not spend there is no increase to be spent. The increase has already been spent. Congress incurs the debt and the debt limit is our agreement to pay the already owed debt.
