Living in Philly can do that to someone. So glad I got out years ago. Oh it's about work. Should have waited to realize he wasn't at fault

I wonder if it was out of guilt, as means of taking responsibility, an act of apology to the families of the victims, just cracking under all the stress that must have been on him, or something else entirely? It's a shame in any case.
