Basically, the idea you support would mean that states in the compact would agree to completely ignore how their residents vote, and commit to award their electoral votes to how larger states like California and New York voted. In smaller states, there would be no reason to even vote anymore.

The Electoral college is brilliant, like most of the Constitution.
