Decision to move the clock's "time" reflects relative threat globally of some sort of holocaust. Primarily focused on nuclear issues, it goes fowards or backwards based on developments. When treaties are signed for example it goes backwards, and the threats lower. When tension flare up or DPRK tests a nuke it may be decided to move it fowards.
