Jimmy Carter had surgery in the late 70s for a rectal fissure. There was discussion as to whether he would have general anesthesia or local as that would affect who would temporarily be in charge. The next day on the front page of the St. Louis Post-Dispatch, it mentioned that the president came through his surgery fine under local at Bethesda Naval hospital. Guess the rank of the surgeon.

Rear Admiral of course! What else for a president for surgery in that area! True story by the way.
