It's not as if NY has a shortage of people.

That's true today, but at the rate it's going, there will be some day. People are fleeing the northeast in droves because of excessive taxation and higher costs of living. The south and the mountain west have been booming population wise while the northeast and the Rust Belt are decaying. You'll find once this year's Census is tallied that it's mostly "red" states gaining the Congressional seats and "blue" states that are losing them. New York is definitely going to lose on seat, but could lose two.
