Sacramento mass shooting suspect paid thousands by county weeks before shooting

Sure sounds like California to me.
 
How did he get the guns to do the shooting? He had a Felony.
I'm sure it has nothing to do with the fact that he's a criminal, and criminals don't pay attention to the law.
If they aren't *safe* around weapons, they should not be on the street.
