Make sure that part-time employees don't work more than 29 hours a week so they don't have to be provided medical care.

That will put them in the governmental pool to be covered.

Didn't the Unions do their jobs in sheilding teachers from Obamacare?

It's about the part-time employs. Unfortunately, this includes those classified as "para-professionals". Teachers who are qualified, yet aren't part of the chosen crony pool. They are relegated to classroom aid positions or as one-on-one aids to the profoundly handicapped.
 
They are not losing their jobs, but being limited to the hours for which they were hired. Listen to the news report.
