Actually they foster this violence because there is no source of retaliation. In other words, no one who would commit such an act gives a fuck abotu an additional penalty for violating the rule. They care far more about someone being armed, or many people being armed to stop them. If this statement were false, you'd see people shooting each other up at gun ranges and other areas where people are permitted to carry.
