The 2nd amendment says in modern language, that since an armed and capable populace is necessary for security and freedom, the right of ordinary people to own and carry guns and other such weapons cannot be taken away or restricted.

The wording to the 2nd Amendment says that "A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed". A well regulated militia is not an "armed and capable populace". A militia is an organized, trained fighting force. Nor does the wording say that the right cannot be restricted.

The second Amendment was written before the United States even had a standing army. Gun nuts like to either cut or gloss over that "well-regulated militia" part of the Amendment as if it's not there, or that those words are meaningless.
