Problem is Tommy the Kids career has been ruined he had almost finished his apprenticeship by the sound of it at a top Company, what happened to him was not banter it crossed a line into bullying, as you say Management should have taken control, after leaving School i was an apprentice and there was joking about from the older guys but a big no no was you didn't touch other peoples tools without permission and messing with someones lunch is out of order.

Reading the report and he lost his disability claim as well. I suspect that he has some sort of mental thing going on and the bullies preyed on that. Its what they do.
Sreangling a co worker is not a good look but he needed help and his employer let him down.
I cant prove this and maybe hes just a twat. But..............
