Assad has exponentially killed far more Syrians than all the "terrorists" combined, and destroyed entire cities and villages. Assad focuses on the rebels aka the Syrian people, calling them terrorists, while staying away from ISIS, because ISIS' survival guarantees his survival.

Why is the syrian dictatorship allowed to send in militias to stab and shoot women and children?

This is war, not intentional destruction. Of course, the terrorists´ supporters don´t know the difference anymore. Since the UN delivers 99 % of the aid to government controlled areas, 99 % of the civilians are in government controlled areas, as well. So, if you bomb the terrorists the city can be rebuilt, but if you leave it to the terrorists it is lost permanently.
