I used to think so too; I said so on this thread. Someone showed me the ordinance that is tied to the the instructor's certification and it says they can't refuse business to whoever they want or risk losing their license:

I guess it does say "risk" but certainly the spirit of the ordinance is being violated. We don't arrest people for spirit violations however. Do we.
