The United States and Russian militaries held a secure video conference last week in which Pentagon officials suggested protocols aimed at preventing a mishap, as the former Cold War foes carry out rival campaigns of air strikes in Syria.

But since then, Moscow has failed to follow-up, Carter said.

"We are waiting for the Russians. They owe us a response," Carter told reporters as he visited Moron Air Base in Spain.

"They should come in and do it right now."

"In Syria, they are going to be checked in the first instance by the backlash that they're going to get on account of siding with Assad against everyone else," Carter said.
This is not an isolated matter. Countries are looking to see who they want to bet their future on and America is not looking so good so far.

The European Court of Justice has today declared invalid the Safe Harbor data-transfer agreement that has governed data flows from European users of U.S. cloud services to the U.S. for processing.

“The Court of Justice declares that the Commission’s U.S. Safe Harbour Decision is invalid,” the ECJ said in a statement today, reported by Reuters.

Some 4,700 U.S. companies rely on Safe Harbor to operate their cloud businesses in the region. It affects those companies that outsource data processing of E.U. data to the U.S.

Sentient is a good word choice for you to have made, your opinions clearly lack any objective reasoning and are instead based purely on propaganda. You have no way to know Putin is planning on sending any where near 100,000 ground troops to Syria. As I understand it the Russian Federation Council has not as of yet approved any ground troop deployments, nor has Putin expressed any desire to ask for it. The only logical conclusion that can be reached now is that Putin aims to support Assad through the air at least until Assad can stand on his own again.
