The report must be checked for any accidental disclosures, methods of investigation or other things that are illegal to include. That could take several weeks.

Then, when they're at a fever pitch, drop the report right after two of the Democrat debates. They'll have dug them in deep, again, just like with this disclosure that there was no collusion.
