Having worked in an embassy, I firsthand saw job duplication and people who did actually nothing but shuffle papers.

How ironic/idiotic that you would see a reduction in federal appointments as a spoils system. In reality, the "old spoils system" was replaced by Democrats with a new spoils system involving the unionization of government employees, which resulted in more government positions being created in return for more union political contributions. Is that so very hard for you to understand?
