It was dopey because ISIS had been chased out of everywhere in Iraq except for Mosul and the small towns and villages around Mosul. It's not like there was any mystery about where the last battle would be fought. Obviously, it would be fought at the last stronghold, Mosul.

I don't think that's correct but even if it were it don't make what I wrote above any less true.

Yes, it does. The element of surprise has limitations and can not always be a factor. Sometimes forces face off and surprise is not a factor, other than the time of day of attacks, probes, or weapon selections and battlefield assault targets. In the case of Mosul, the Iraqi's chose to take their time positioning an array of weapons and attacked at long range with artillery, air strikes, and snipers to weaken the outer defenses. That is a time-consuming strategy, but one that ultimately saves lives. It fits with the overall strategy of degrading the enemy forces before the final assaults.

It also fits a strategy of being afraid to engage.

We transferred $321 billion worth of bases and facilities, 2300 Humvees in Mosul alone [a cost of about $1.7 billion], and scrapped about $7 billion worth of equipment in Afghanistan. Do the research. Also, you asked about money .... there was $141 million, in cash, left in the finance section of Mosul Air Base when we 'retreated').
