The argument was about rebuilding on the same site or building outside the DC area. It also involved the temporary move of over 2,000 employees during the rebuilding.

President Trump was an extremely successful builder and probably knows more about this stuff than all of the government bureaucrats put together.

The bottom line - go back to the drawing board and start all over.
