Their information is stored digitally. If they qualify to vote, relevant data is transmitted to the Secretary of State's office to register them to vote.

In the case of illegal aliens, they can now obtain a California driver's license. Only not being able to demonstrate legal residence in California, they are issued an AB-60 driver's license, not a standard driver's license. Data from people issued an AB-60 license is NOT transmitted to the Secretary of State's office -- so no, California is not willfully registering illegal aliens to vote. Like I said earlier and I'll say it again... what you posted is bullshit.
