However, the voter could go to poll and ask for a provisional ballot because he fears his mail-in vote was not counted. Whether he get's a provision ballot depends on state laws and regulation. Since large numbers of mail-in ballots arrive on election day and provisional ballots have to be handle manually which is very time consuming, I don't think the states would allow this.

If you cast a ballot (by mail or in person) more than once in the same election, it is considered duplicate voting and that is illegal. The fact that the state will probably detect the double voting and record only the first ballot received does not alter the fact that you are in violation of state election laws. When this happens, the election office doing the processing will capture your voter identification information and send it to the State Election Committee or the State Attorney to determine if charges will be brought. In my state, a letter will be sent to you asking to explain why you voted more than once.

As far as asking illegal aliens for identification, if they fail to provide the required information to be registered to vote, they are not registered. The law states DMV's will issue AB-60 driver's licenses to those who can't prove legal residence. It also says Californians who obtain a driver's license will have their information transmitted to the Secretary of State to apply for voter registration for those who do not have an AB-60 driver's license. Meaning they are not registering illegal aliens.

Their information is stored digitally. If they qualify to vote, relevant data is transmitted to the Secretary of State's office to register them to vote.

FYI, filling out voter registrations for people is not illegal as long you don't sign them. Tens of thousands of Black Voters in the South in the mid twentieth century were able to get registered to vote due to the help of Civil Rights workers.

Today, we want every eligible person to vote. That has not always been the case in America. Anyone that wants help filling out a registration form can go to the local registrars office or in most states, help is available at any public library. As long as you meet the requirements to vote and are able to sign or make your mark on the registration form, you can be a registered voter.
