This is a TrumpUSA-symbolic vignette inspired by An Enemy of the People (Henrik Ibsen) and The Postman (Kevin Costner).

Arrow as a supreme archer and incredible scientist who was chasing a metaphysical abomination known as 'Leviathan' (a multi-limbed multi-eyed slimy creature representing anarchy, mischief, and rebelliousness). Arrow/Leviathan signified a modern era fascination with governance values (e.g., NATO) and customs controls (e.g., Facebook). Arrow knew that Leviathan would be hiding somewhere...in Las Vegas (since Vegas was the site of great capitalism-frustration and of course speculative gambling).
America was undergoing great change, and pirates and profiteers experimented with the consequences of reoriented governments in all its extremities. There were fears created by 9/11, the terrorism of the Unabomber, and the unsightly Enron commerce-scandal(!). Hollywood (USA) was busy making representative films such as Fight Club, Wall Street: Money Never Sleeps, The Dark Knight, and Syriana. The best way to address this new age 'schizophrenia' was to encourage journalists to talk openly about vice. That was the 'duty' of the Trump Administration.
Atlantis was a new series of casinos and resorts being planned/built around the world. It was an incredibly ambitious venture, and it signified a philosophical curiosity about the scope of luxury and comfort in this modern age of commerce-driven customs and psychology (e.g., European Union, eTrade, Amazon.com, World Bank, etc.). Atlantis was something commerce-minded U.S. President Donald Trump praised, but his critics questioned if capitalism should catalyse unfiltered forms of vanity(!).
GOD: I like the Mohegan Sun casino (Connecticut).
SATAN: That's a casino operated by Native-Americans.
GOD: Yes, and it represents capitalism-oriented idealism.
SATAN: I'm not sure if consumerism can truly create pluralism.
GOD: There's a deep connection between mercantilism and governance.
SATAN: Really? What about commercial scandals and piracy?
GOD: If citizens respect political liberties, they will honor commerce-contracts.
SATAN: I suppose commerce-pacts facilitated a smooth Winter Games (South Korea).
GOD: Yes, PyeongChang 2018 could easily have been a disaster (i.e., Munich 1972).
SATAN: I think 9/11 frightened everyone about the expectations from modern traffic.
GOD: The Trump Administration seems to believe trade catalyzes negotiations(!).
SATAN: We have to be continually wary of 'anti-capitalism vigilantes' (i.e., ISIS).
GOD: Isn't that what the teamwork-adventure film Justice League is all about?
SATAN: I look forward to the World Bank tackling Third World debt.
GOD: If anti-TrumpUSA protesters continue to undermine 'patriotism,' terrorists will capitalize.
SATAN: In that case, let's make more movies about espionage (e.g., Spy Game)!
