PMC sold this type of ammo, with bullets made of solid copper rod, back in the 80's, in .38 and .44 Special. they were a full wadcutter profile bullet, with a large conical base cavity and a centralized, hole thru the long axis of the bullet. To prevent the powder gases being able to just "blow thru" the bullet, a conical shaped plastic base-plug is used. When the bullet exits the barrel, there's no longer any pressure on the base of the plug, so air coming thru the tubular bullet pushes the plug backward out of the bullet. Because the barrel's rifling imparted a stabilizing rotation to the bullet, it "hole-saws" its way thru the target.
 
The Feds were using a steel cored, copper jacketed version of this ammo, called the "Cyclone", at Waco. Soldier of Fortune mag found one such rd in the carnage left behind by the Fed attempt to kill everyone and destroy all the evidence. Even at normal pistol velocities, the steel cored rd is AP, armor piercing, vs concealable kevlar vests.
