The Brits are used to sweeping government mandates going beck to the monarchy. That's why we kicked them out of the Colonies. A Supreme Court decision such as Roe vs Wade has sweeping Constitutional issues and the states are relatively powerless to change it. Getting rid of R v W leaves it up to states to determine how they want to deal with abortion. It's easier to change a state law than deal with a Supreme Court decision. If the people demand that an exception should be made for incest and rape it will happen. It's democracy in action and the best solution to the problem.
