This seat should stay safely in Democratic hands, although, it's a possibility Governor Phil Scott could make it competitive if he decides to run. Still, the Democrats would have the edge. Being a popular governor doesn't always translate into getting elected to the Senate in a state that favors the opposition party. He would force them to spend money, however, in a state they normally wouldn't have and that's not something the DNC is going to want to do since they will on defense next year.
