Small towns are constantly going through this.
Last year the Mayor of Noel, Missouri (pop. 1424) Had the Mayor resign along with hallf the city counsel and the Marshal and the deputy Marshal were arrested on charges of forcible detainer, cause they tried to force a vote on rezoning for a company that wanted to build apts in an ag zone and the ones on the counsel that refused were to be forced to attend an illegal meeting held on a moments notice by the mayor, were taken to the meeting in handcuffs to force a vote.
When the shit hit the fan and it was time for another council meeting the mayor changed the locks on the doors so the counsel could not meet.
update: The company sued the city cause the mayor had already made a contract with the company to go ahead with demolishing the old motel at the spot and earnest monies had been placed on said property. Well now the city must pay the civil suit and the apts are being allowed to be built cause the zoning was eventually changed, but only after the lawsuit.

So, in short, GFY, you don't know a damn thing about civics.

Corruption is not a synonym for "civics." Though corruption is the core of the DNC, pay to play is not something the rest of us should ignore. Once again, Obama never was part of the Chicago machine. Chicago politics and Illinois state politics are intertwined to a degree, but for the most part Chicago operates as its own entity almost completely outside the scope of state government. Obama never was directly involved in city politics. I guess you would have to have lived there or live there now to understand.
