Both can be true. I suspect that the ChiComs didn't intend to release the bioweapon until they had developed an antidote, but everyone in the supply chain had embezzled and stolen to the point that the safety measures were a joke in the lab.

1. Through NEGLECT, the virus escaped the Chinese lab.
2. Through CRIMINAL CONSPIRACY, the ChiComs deliberately withheld information from the rest of the world (and their own people).
As a result, they should be held civilly and criminally liable for their misdeeds. In addition, they should be quarantined from the rest of the international community.
