Why should someone making $400k pay the same rate as someone making 40 million?

Why shouldn't they? A flat rate of 15% on a $400k income is $60k. That same rate on a $4 million income is $600,000. Sounds fair to me. Implement a flat tax, no deduction, on all earned income over $50k and when it comes time to file you're done in 5 minutes. Why should we continue spending billions of dollars a year on H&R Block and other tax professionals to waste hours of our time going through every single loophole in our 40,000 page tax code. It's insanity and only a total idiot who is not a member of the government deriving power from this system would want to keep it in place.
So the tax rate on the mega wealthy drops from 39% to 15%

Jeb for instance wants to reduce the number of brackets. The current amount of tax brackets does not make the code complicated nor is it difficult to implement. Real simplification is eliminating all of the tax loopholes that the rich take advantage of to pay a small effective rate. All Jeb is guaranteeing is that the rich pay even less in taxes than before. That is all fewer tax brackets would do.
