What usually happens is the Mexican drug cartel gets bulk Fentanyl from China. Then they cut it with cheaper drugs and repackage it into bricks for smuggling into America. Last year China sentenced a couple of people to death for distributing Fentanyl but that was just for show. China has no intention of stopping the flow and this proves it.
