The blue wall faces several challenges.

Probable sequester over the sanctuary issue.

Flight from crime.

Flight from high taxes.

And several chances at involuntary chapter 3 because of any and all of the above.

That last part is the killer only TX and SD avoided major damage from the meltdown. 30-40 states will avoid major damage from the tax exempt muni crash.

The population share of the blue wall is declining slowly but at a compound rate which in turn means a loss of congressional seats. Worse yet their greatest value added industries are the most easily moved.

At what level? The Federal level works against the Ds:
Roughly 30 seats in play in the house.
A nearly 6 to 1 D vulnerability ratio in the senate races and worse yet the incumbent Ds needed Obama in 2012 to win a first term in most cases and Trump will be campaigning anywhere that is not rock solid blue. Plus two or more defections to R are likely in the run up to the election.

So, no gains at the federal level and unusually heavy losses for a mid-term is almost certain in 2018.

State races could turn to the Ds given current R dominance just to keep the Rs honest. But let's face it at this point state wide D wins are effectively impossible in about 30 states.
So what level are you looking at?

I largely concur but blue state finances are probably an even bigger issue and those blue state budgets have compounding problems.
