I've seen the voting % frozen on multiple sites, CNN has it stuck at 75% and NY Times has it stuck at 74% for about 30 minutes. Why such delays in a simple process of counting pieces of paper?

When outsiders watch U.S Elections, we have to wonder how some of the most incompetent people are put in positions to see such an important process become anything but smooth.

Japan runs major federal elections seemingly every year or two and there are never delays. Just as a fairly new observer to the political process, can anyone explain why there are lengthy delays at certain points?
