Not just the POTUS. There has been a long and dedicated fight to get to this point. Sadly, it is but a means, not an end. The end, IMHO, is the dissolution of borders of all kinds, and a One World Government. Makes sense only if the aliens come back and attack, or at least threaten. Short of that, it would only bring misery and need to the masses, and huge amounts of power and corruption to those who would be forever in control.
