Section 3 declares what happens if no one has qualified to become President. This addresses a situation not covered in the Constitution, where the electoral college or congress in case of at tie vote in the electoral college is unable to select a person that meets the constitutional requirements for the office. It will not help Trump in anyway as both president elect and and vice president elect meet the qualifications as defined in the constitution.

No it is not. The JCICC is formed every 4 four years for specific purpose of planning the inauguration ceremonies. It is not empowered to enforce the 20th amendment. The existence and the function of the committee is not specified in the amendment. The committee is authorized by a joint resolution of congress for purpose of planning the ceremonies. With or without the committee, Trump leaves office in accordance with the constitution and Biden becomes president.

And when investigated, Republican as well Democrats were not allowed to interact with election workers or come within a specified distance of the vote counting process in accordance with state and county regulations. And the hidden boxes of ballots were ballot carrying cases used to move ballots in the verification and audit process. And the more people voting than on registrar rolls resulted from comparing out dated registrar rolls with votes casts. Unfortunately, state election commissions can not investigate allegations of election fraud as fast as Trumpsters creates them. Most of these so called election frauds are never actually reported to the authorities because they were created for consumption by the media.
