Well first of all this is specifically addressing abuse of the system. So whatever the actual number is, the important question is how many of them were by parents who can afford it but lie to get it?
ALSO.....
1) How many of those parents smoke? I have seen this many times and it urks me to no end every time I do... someone uses their EBT card to buy groceries, and then pay cash for cigarettes. WTF?
2) How many of those parents are too fucking lazy to get a better job and are quite satisfied with government handouts?

Many times social programs are not addressing a poverty as much as creating/enabling as many as they help.
