DC has the entirety of congress. For DC to become a state would take more than a DC vote. It would take a constitutional amendment. Good luck with that.

Congress has full control over DC.
It does not get to vote for any of them. Each of those members deciding DCs fate represent someone else.
Such is the intent of the constitution. If someone doesn't like it they are free to move.
