A non LEO should never bet involved unless the LEO is down and in need to intervention. When you have more than one LEO involved best to take cover and wait it out. FYI My personal ethic on carrying a concealed weapon is that it is for self defense only (that includes defense of my wife) and not for defense of the public.

If I see some person stupid enough to trust his safety and well being to government law enforcement I will not draw my weapon to defend him as , in my opinion, that would be in direct conflict with his own freely made choice to be defenseless. I would never tell anyone what choices they should make and accept those choices unequivocally as long as they do not affect my right to make my own choices.

So if I see said idiot getting the tar kicked out of him by a piece of shit criminal, I will honor his choice to trust government law enforcement to protect him and I will call the cops and an ambulance and hope they get there before the idiot gets dead.

At the gabby Gifford shooting there were two concealed carriers.....neither one fired or was shot at by police because the shooter was already grabbed....
