During the 2016 Presidential campaign, Hillary had to go to a West Philly black neighborhood in the closing days because of reports that a charter high school and a public high school near each other was the tale of two cities. The pubic high school was graduating many very low educated students and the charter high school had 95% of its students going to college. You are just making excused in something that has been giving many opportunities with many pay raises for the teachers and immense amounts of resources given from the city, local, county, regional and state tax payers with a federal government helping also. What else can be done without getting strict? Real strict. Corporal punishment strict to start.
