That has nothing to do with Shokin. The crimes which launched a couple of investigations occurred years before they hired Hunter. One investigation was opened by England. Shokin helped Zlochevsky, the owner of Burisma Holdings, evade prosecution in that case.
Savvy? Shokin was corrupt and helped a corrupt business owner.
So Shokin wasn't interested in going after Burisma. He then spent another year after aiding Zlochevsky by not actively investigating Burisma.
It would have been better for Hunter Biden to leave Shokin in place since he was helping Zlochevsky.

Shokin was known to be corrupt and to be in charge of a corrupt office. Still, Poroshenko, who was friends with Shokin, was resisting calls from multiple countries, including Ukraine, to force him out. Biden got that job done.

Republicans spent more than a year looking for a purported $5m bribe Biden took and for evidence that Biden had Shokin fired to benefit Hunter. They found nothing at all as evidenced by them not impeaching Biden.

OKBecause Congress allocates the funds to be accessible to the Executive branch. It was the Obama administration who decided to make the aid contingent upon Shokin's removal. The VP has no authority to do that without the president's approval, which Biden acknowledged in his discussion with Poroshenko.
