In his world, unless the government 100% owns, and controls everything, and private enterprise is abolished, then it's "capitalism".

The government could dictate what cattle you own, how many cattle you own, how many people you hire to work, and who those people are, what wages you must pay, what price you must sell the milk at, how big the barn is, how much hay you have, dictate absolutely every aspect of your entire life.... but if it doesn't work..... "That's capitalism! See it doesn't work!"
