An actor wouldn't know enough about firearms to determine if they're safe or not. That's why they have trained licensed professionals do that for them.

No different than an actor doing a scene with a dangerous animal, like a tiger or a bear. It's the animal handler who is responsible for the actors safety, not left up to the actor inspect the tiger for safety.
 
It was the prop masters job. Which is why they're currently only charging the prop-master, and not the actor. Do keep up. All that is already history.

Authorities have not determined how live ammunition found its way into the .45-caliber revolver made by an Italian company that specializes in 19th century reproductions.

In March, “Rust” safety coordinator and assistant director David Halls pleaded no contest to a conviction for unsafe handling of a firearm and received a suspended sentence of six months of probation. He agreed to cooperate in the investigation of the fatal shooting.
The fix is in. Baldwin, being a well-connected celebrity, was, with the cooperation of the prosecutors, able to get away with murder-I would not be surprised if one or more people involved now have substantial balances in numbered offshore bank accounts and/or Bitcoin. David Halls, not being a Beautiful Person, was the peon thrown under the bus.

That's in the real world. This is a movie set, where other people are responsible for the safety of the actors.

Except that actors don't know how to do that.
They are not allowed to "open the action" because that would allow them to replace dummy bullets with real ones.
They could not tell real from dummy bullets because there is no standard for dummy bullets.
Some armorers put paint spots on the shell, some drill a hole, some insert BBs to rattle.

About the only thing I can think of that Baldwin could have done is aim at the ground and pull the trigger.
But that would only prove the one was a dummy, not the next.

Now that such tricks are getting cheaper, but still not cheap, everything from the smoke to the noise can be artificially edited in. But that takes the resources of a major studio.

That's why they should NOT have functioning firearms on movie sets. Have you ever heard of special effects? Baldwin is guilty as a producer and as the person who handled the weapon.

As you have made very clear, they have the technology to take out planets with a death star on film. Why didn't they use a non functioning gun and use technology to simulate firing. Baldwin is guilty of involuntary manslaughter.

Non functioning firearms are available, but at a much greater expense, and have no other use than movie props.
It is a lot cheaper and easier to just borrow a real gun.
That also allows much greater accuracy in terms of the appearance of the gun used.
Borrowing a real gun is perfectly safe as long as the rules are followed.
Which include the fact no real bullets should have been allowed on the set.
 
Actually, they made sure it would "fire". To look and sound like a real gun with real bullets.
But to only look and sound the part, without firing a real bullet.

Anyone handling a gun is responsible for the safety of others and themselves. I've been an extra in a few movies and used a gun. Idiot.
And did the prop master let you "fiddle" with the gun when he wasn't looking?

They do add gunfire in post production. No question this was a major fuck up, but I don't think Baldwin was at fault. From all accounts there was friction and discontent among the crew..

Tell me, when an actor hits another actor over the head with a bottle. Is it the actor, or the prop master who makes sure the bottle is made from a fragile glass look-alike?
